Sub-base depth and hardcore quantity are where most of the real cost and labour in a paving job actually sits, long before a single paving slab goes down. A driveway that will take vehicle weight needs significantly more excavation and MOT type 1 hardcore than a garden path. Pricing this by depth, instead of folding it into a flat per-square-metre rate, reflects where the work actually is.
New or replacement driveways over a certain size may legally require permeable paving or a proper drainage solution, under UK planning rules on sustainable drainage, unless surface water is directed to a soakaway. Flag this on the quote if the job is likely to be affected. It's a genuine compliance point that changes both the materials used and the price, not an upsell.
Edging and kerb work, the border that keeps paving contained and prevents it spreading or sinking at the edges, is worth its own line instead of being assumed as included. It's a distinct step with its own materials and labour. A customer comparing a quote that includes proper edging against one that doesn't is not comparing equivalent jobs.
Excavated spoil has to go somewhere, and removing it, usually via skip hire or muck-away lorry, is a real, sometimes substantial cost on a larger driveway. State it as its own line. A customer will then understand why a bigger excavation job costs more than just "more paving," and you won't be absorbing an unpredictable skip cost into a fixed labour rate.

Regulations and certificates to reference
- Front garden permeable surfacing (England) — paving over 5m² of a front garden with impermeable material needs planning permission unless water drains to a permeable area. Permeable block paving or gravel avoids it.
- Dropped kerb / vehicle crossover — driving across a pavement to a new driveway needs council approval for a dropped kerb. Say whether it exists or who applies.
- BS 7533 (pavements of block and flag) — the reference for laying concrete and clay block paving and flags. Quoting to it signals proper sub-base and bedding.
- Consumer Contracts Regulations 2013 — driveway work agreed on the doorstep carries a 14-day cancellation right. Paperwork matters in a trade with a doorstep-selling reputation.
